ChatGPT Ads: The Complete Guide for Businesses in India, the UAE and Australia (2026)

ChatGPT Ads: The Complete Guide for Businesses

ChatGPT now shows ads. OpenAI started testing them in the United States on 9 February 2026, opened a self-serve Ads Manager to US businesses in May, and has since rolled self-service out to dozens of countries. As of October 2026, businesses in India, the UAE, the wider Gulf and Australia can sign up and run ChatGPT ads themselves.

I manage Meta, Google and LinkedIn ad budgets for businesses in exactly those markets, so I have read OpenAI’s documentation and policies closely. This guide explains how ChatGPT ads work, what they cost, what you can and cannot advertise, and whether your business should test them now.

Want help running them? I work as a ChatGPT ads expert for businesses in India, the UAE and Australia.

ChatGPT ads at a glance

  • Where they appear: one labelled ad unit below a ChatGPT response. OpenAI is also testing a multi-image ad shown while ChatGPT generates an image.
  • Who sees them: users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu users see no ads, and nor do accounts identified as under 18.
  • Answers stay independent: OpenAI says advertisers cannot influence, rank or alter ChatGPT’s answers.
  • Privacy: advertisers never see chats, memories or personal details. They get aggregated results such as views and clicks.
  • Buying: an auction based on relevance and bids, paid on impressions (CPM) or clicks (CPC).
  • Targeting: no keywords. You describe relevant conversations with “context hints”.
  • Self-serve in: India, the UAE, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain, Australia, the US, the UK and many more countries.

How ChatGPT ads work for users

When someone on the Free or Go plan asks ChatGPT a question, an ad may appear underneath the answer. It is clearly labelled and kept separate from the response. OpenAI chooses the ad based on the context of the current conversation and, if the user allows ad personalisation, signals from their wider ChatGPT use such as past chats and memory.

Ads do not appear next to sensitive conversations, including personal health, mental health and politics, and they never appear in Temporary Chats. Users can turn off ad personalisation, hide or report ads, see why an ad was shown and clear their ads data. Free users can also switch to an ad-free experience with lower usage limits, or upgrade to Plus or Pro.

For advertisers, this means your ad reaches people while they are actively working through a question: comparing options, planning a purchase or learning about a category. That is a very different moment from someone scrolling a social feed.

How ChatGPT ads work for advertisers

Account and campaign structure

Advertisers sign up at ads.openai.com. After verification and billing setup, campaigns follow a familiar three-level structure:

  • Campaign: objective, budget, dates and targeting settings.
  • Ad group: a theme or intent, with context hints that describe the kinds of conversations where your product is relevant.
  • Ad: advertiser name, logo (favicon), a short title, a short description, an image and a landing page.

Reporting on Ads Manager’s formats says the title should be about 16 characters and the description about 32 characters, and that your logo should not be the main image. Product or lifestyle photography works better.

Targeting without keywords

This is the biggest shift for anyone used to Google Ads. You do not bid on keywords. OpenAI’s system reads the conversation and weighs your context hints, landing page, title and copy to decide whether your ad is relevant. Context hints guide matching but do not guarantee where an ad appears. Your landing page therefore matters twice: for conversions, and for telling the system what you offer.

Bidding and cost

ChatGPT ads use an auction that considers both relevance and bids. You can choose a Reach objective, paid per thousand impressions (CPM), or a Clicks objective, paid per click (CPC). Industry reporting puts the launch CPM at around $60, well above typical Meta CPMs, and OpenAI’s suggested starting maximum CPC at $3 to $5. Prices will vary by market and category, so treat these as starting points rather than benchmarks for India.

Measurement

OpenAI offers a pixel and a Conversions API to track purchases, leads and sign-ups after an ad click, and ad links carry UTM parameters into your existing analytics. Reports show impressions, clicks, spend, CTR, average CPC and CPM, and conversions once tracking is set up. All data is aggregated. You never see individual conversations.

Can businesses in India, the UAE and Australia advertise?

Yes. OpenAI’s Ads Manager availability list shows self-service as available in India, the United Arab Emirates, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain and Australia, among many others. The legal entity that advertises and is billed must be based in an available country. Larger advertisers can also work through OpenAI’s ads team or partner agencies.

For India in particular, note that the lower-cost Go plan, which OpenAI launched first in India, is one of the plans that shows ads.

What you can and cannot advertise

This is where most businesses in my markets need to pay attention. OpenAI’s ad policy is far stricter than Meta’s or Google’s.

Currently focused on

  • Household and consumer goods
  • Local services
  • Travel, experiences and entertainment
  • Digital products and education

Restricted or prohibited

  • Real estate listings: ads for individual housing sales or rentals are prohibited. Platforms with listings may advertise only if the ad and landing page do not reference a specific listing. A developer promoting a specific project cannot use ChatGPT ads today.
  • Healthcare: health services ads outside the US are generally prohibited, so clinics and hospitals in India and the Gulf cannot advertise for now.
  • Financial services: ads for financial services outside the US are generally prohibited, including loans, insurance and investments.
  • Legal services: prohibited outside the US.
  • Always disallowed: political content, gambling, alcohol and tobacco, dating and adult content, recreational drugs, unsupported wellness claims and individual job listings.

Every ad must also be truthful, and it must not imitate the look or voice of ChatGPT. Landing pages are reviewed too, so an approved ad cannot send people to a page selling disallowed products.

ChatGPT ads vs Google Ads vs Meta Ads

ChatGPT ads Google Search ads Meta ads
What triggers the ad The meaning of a live conversation Keywords in a search Interests, behaviour and AI audience matching
How you target Context hints and landing page Keywords, locations, audiences Broad or defined audiences, placements
Buying intent High, during research and decisions High, at the moment of search Lower, demand creation
Categories allowed Narrow for now Broad Broad
Measurement New: pixel, Conversions API, UTMs Mature Mature

ChatGPT ads will not replace Google or Meta for most businesses in 2026. They are a new, high-intent placement worth testing if your category is allowed.

Should your business test ChatGPT ads now?

Worth testing now: education and edtech, study abroad consultancies, travel and experiences, local services, D2C and consumer brands, and software or digital products. People ask ChatGPT detailed questions about all of these before they buy.

Wait for now: real estate project marketing, clinics and healthcare, loans, insurance and investments, and legal services in India and the Gulf. Policy does not allow them yet. Keep your budget on Meta Ads and Google Ads and watch for changes.

How to run your first ChatGPT ads test

  1. Check eligibility: confirm your category is allowed and your business is in an available country.
  2. Set up tracking first: install the pixel or Conversions API and add UTM parameters so you can compare results with your other channels.
  3. Start with the Clicks objective: paying per click limits risk while the platform is new.
  4. Build two or three ad groups by intent: for example, “comparing study abroad countries” and “choosing a course in Australia”, each with clear context hints.
  5. Match landing pages to the conversation: answer the question the person was asking, then make the next step obvious.
  6. Judge on cost per qualified lead or sale: compare with your Google and Meta benchmarks after two to four weeks, not on clicks alone.

Ads are not the only way to show up in ChatGPT

Because ads cannot influence answers, paying for ads will not make ChatGPT recommend you. Being named in ChatGPT’s answers is earned through clear, trustworthy content, consistent business information across the web, reviews and mentions on other sites. For most businesses, that organic visibility is worth working on alongside any ads test.

Frequently asked questions about ChatGPT ads

Are ChatGPT ads available in India?

Yes. As of October 2026, OpenAI lists India as available for self-service in ChatGPT Ads Manager, along with the UAE, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain and Australia. The business that advertises and is billed must be based in an available country.

Do ChatGPT ads change ChatGPT’s answers?

No. OpenAI says ads run on separate systems from the chat model, advertisers cannot shape, rank or alter answers, and ads are shown separately and clearly labelled below the response.

How much do ChatGPT ads cost?

It is an auction. You can buy on a cost-per-thousand-impressions (CPM) basis or a cost-per-click (CPC) basis. Industry reports put the launch CPM at around $60 and OpenAI’s suggested starting CPC bid at $3 to $5, so start with a test budget and compare cost per qualified lead with your Google and Meta results.

Who sees ads in ChatGPT?

Ads may appear for users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts do not see ads, and OpenAI does not show ads to accounts it identifies as under 18 or in Temporary Chats.

Can real estate developers advertise on ChatGPT?

Not for specific properties. OpenAI’s ad policy prohibits ads for individual housing sales or rentals. Platforms with listings may advertise if the ad and landing page do not reference a specific listing.

Can I target keywords in ChatGPT ads?

No. There is no keyword bidding. You describe the conversations where your product is relevant using context hints at the ad group level, and OpenAI’s system decides where the ad fits based on the conversation, your landing page and your ad copy.

How do I start advertising on ChatGPT?

Sign up at ads.openai.com, complete verification and billing, install the pixel or Conversions API, and launch a small Clicks campaign with two or three ad groups built around clear buying intents.
